This page addresses the regulatory framework governing technical content published on this website, with particular attention to the International Traffic in Arms Regulations. It is provided for transparency and to assist readers in understanding the legal basis for the information presented here.

ITAR and the Technical Content on This Site

The International Traffic in Arms Regulations (ITAR), codified at 22 CFR Parts 120–130, regulate the export and transfer of defense articles and related technical data identified on the United States Munitions List (USML). This website publishes technical content across two primary domains: solid rocket propulsion principles, addressed in the Rocket Science series; and unmanned systems engineering, addressed in the Unmanned Engineering series and across the portfolio. Both domains are addressed by specific ITAR provisions, and the basis for publishing each category of content is grounded in law.

Solid rocket propellants fall under USML Category V, which addresses explosives, energetic materials, propellants, incendiary agents, and their constituents. Specifically, Category V(b) controls solid propellants with a theoretical specific impulse (Isp) exceeding 240 seconds for non-metallized, non-halogenated compositions; exceeding 250 seconds for non-metallized, halogenated compositions; or exceeding 260 seconds for metallized compositions. All propulsion content on this site, including any Isp values referenced, falls substantially below these thresholds. No formulation presented here approaches a controlled performance level, typically by margins of 40 to 80 seconds.

Unmanned aerial, maritime, and subsea systems engineering content is addressed under USML Category VIII (aircraft and related articles) and USML Category XI (military electronics) to the extent these categories are relevant. The unmanned systems content on this site is oriented entirely toward civilian engineering principles: configuration design, structural analysis, propulsion selection, avionics integration, and testing methodology. No technical data enabling the design, production, or operation of a weapon or military system is published here.

The portfolio entries referencing weapons-adjacent programs, including counter-UAS systems, loitering munitions, and rocket guidance computers, are descriptive accounts of completed professional work. They identify project names, general capabilities, and fabrication methods. They do not provide and are not intended to provide the engineering specifications, component lists, software, or manufacturing data required to reproduce any such system.

Legal Exclusions Applicable to This Content

The critical legal protection for the technical content on this site is provided by two ITAR provisions that explicitly exclude certain categories of information from the definition of "technical data" subject to export control.

The first is the General Engineering Principles Exclusion at 22 CFR § 120.33(b), which provides that ITAR technical data controls do not apply to "information concerning general scientific, mathematical, or engineering principles commonly taught in schools, colleges, and universities." The propellant chemistry, combustion theory, burn rate equations, nozzle design principles, aerodynamics, avionics architecture, structural analysis methods, and hydrodynamics content published on this site fall squarely within this exclusion. They are the same principles taught in aerospace engineering, chemistry, mechanical engineering, and materials science programs at universities worldwide.

The second is the High-Power Rocketry Exclusion in USML Category IV(d)(7), Note 1, which explicitly excludes model and high-power rocket motors containing no more than five pounds of propellant certified for U.S. consumer use under National Fire Protection Association Code 1125. The rocketry content on this site is addressed to the civilian high-power rocketry community operating under the framework of the National Association of Rocketry (NAR) and the Tripoli Rocketry Association (TRA), governed by NFPA 1127, and is squarely within this exemption.

The Public Domain Exclusion at 22 CFR § 120.34 also applies. Information that is already published and generally accessible to the public, including through internet publication available without restriction, is expressly excluded from the definition of ITAR-controlled technical data under 22 CFR § 120.33(b). All propulsion and engineering principles on this site are published in widely available textbooks, academic journals, university course materials, and industry standards documents.

Nothing on this site constitutes a defense service or provides the design, development, production, or operational data required to produce a weapon or military system. Readers are nonetheless reminded that ITAR compliance is their individual responsibility. Export, transfer, or disclosure of any technical data to foreign nationals or foreign persons, whether inside or outside the United States, may implicate export control laws and should be reviewed with qualified counsel before proceeding.

International Availability of This Website

A question that follows naturally from the ITAR discussion above is whether this website and its content may be accessed internationally. The answer, grounded in the regulations themselves, is yes, with a narrow and well-defined exception.

The ITAR's own definition of "public domain" at 22 CFR § 120.34 explicitly enumerates internet publication available without restriction as one of the qualifying channels through which information enters the public domain. This reflects a deliberate recognition that once technical information is published and made available for unrestricted public access, it cannot be characterized as controlled technical data under ITAR, and its availability through normal internet channels does not constitute an export requiring a license.

As a consequence, a foreign individual accessing this website in any country not subject to a U.S. arms embargo or sanctions program is legally equivalent to a domestic reader doing the same. No export license is required, no registration with the Directorate of Defense Trade Controls is required, and no restriction on the reader's nationality applies, provided the destination country is not subject to applicable U.S. restrictions.

Sanctioned Destinations — Access Restriction

In common with all U.S.-origin publications and digital content, this website may not be accessed, distributed, or transmitted to individuals or entities in countries subject to U.S. arms embargoes or comprehensive economic sanctions programs administered by the U.S. Department of State under 22 CFR § 126.1 and by the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury. As of the date of this publication, these countries include Russia, Iran, North Korea, Cuba, Syria, and certain other designated territories and entities. This restriction applies regardless of the public domain character of the content, it is a function of the destination country's sanctions status, not of the nature of the information being transmitted.

Subject to this limitation, this website is available for unrestricted international access in the more than 190 countries and territories of the world that are not subject to U.S. sanctions, and no legal impediment to its access, use, or reference is known to exist in those jurisdictions under U.S. federal export control law.
